New Police Unit Launched, Mutuma Appointed Boss

Charles Mutuma has been appointed as the Commandant of the newly operational National Government Administration Police Unit (NGAPU), officially marking the unit’s full activation.

Inspector General of Police Douglas Kanja, who announced the appointment during a formal unveiling ceremony, stated that Mutuma will report to the Deputy Inspector General of the Administration Police Service (APS). His responsibilities will include managing deployments and ensuring the unit’s operations align with national security goals.

The appointment addresses earlier concerns about the unit’s reporting structure, given the independence of the National Police Service.

Established in February 2025, NGAPU is tasked with supporting National Government administrators—such as chiefs and assistant chiefs—in grassroots security enforcement.

Its key roles include combating outlawed gangs, enhancing public safety, tackling sexual and gender-based violence, handling high-risk operations, enforcing regulations, and leading the fight against illicit brews and drug trafficking.

The unit is also expected to play a significant role in peacebuilding and conflict resolution, particularly in areas affected by land disputes, communal clashes, and resource-based conflicts. It will work closely with other government agencies to enforce national policies and laws.

NGAPU officers are drawn from the APS and were selected based on public feedback, which indicated strong support for APS personnel due to their community-friendly approach and efficient service delivery.

Mutuma, a seasoned officer who has risen through APS ranks, was recently promoted to Assistant Inspector General. He holds two master’s degrees in security and leadership from Kenyatta University and is currently pursuing a PhD in Security Studies at the same institution.
